ATLANTA — U.S. airlines’ on-time performance declined drastically in December from November but improved slightly over a year earlier, the Transportation Department said Monday. Carriers blamed heavy snowstorms around Christmas and aviation-system issues for some delays.

The DOT also said the airlines had a significantly higher domestic flight-cancellation rate and a higher mishandled- baggage rate in December than November. Even complaints about service were up in December compared with November.

For all of 2008, American Airlines was at the bottom among the 19 reporting airlines in on-time performance, while Hawaiian was at the top. The Associated Press
