WEST PADUCAH, Ky. — U.S. Homeland Security Secretary Janet Napolitano said Tuesday that the federal government would deviate from normal practice and reimburse Kentucky for 75 percent of the cost of activating its National Guard in last month’s crippling winter storm. At a news conference in Frankfort, Napolitano said the storm that began Jan. 27 was Kentucky’s worst in more than a century.
