SPOKANE, Wash. — The NCAA on Wednesday penalized Eastern Washington University’s football program for violations under former coach Paul Wulff, who now coaches at Washington State.

Violations included allowing ineligible athletes to participate, having too many assistant coaches and failing to properly monitor the team.

The program has been placed on three years’ probation and is banned from postseason play next season. It also has had two scholarships cut and had limits placed on recruiting and coaching.

• Oklahoma State wide receiver Bo Bowling, who caught 10 passes for 200 yards and two touchdowns last season as a junior, was suspended from the team after he was arrested on felony drug charges.

The team also announced receiver Damian Davis had been kicked off the team for undisclosed reasons and receiver Artrell Woods decided to transfer.

Armstrong’s scraps drug-testing program.

Lance Armstrong scrapped his much-publicized plan to set up an independent drug-testing program because of high costs and nearly impossible logistics.

When the seven-time Tour de France winner announced his comeback, he said he wanted to prove he was clean by getting anti-doping expert Don Catlin to test him and post the results online. But after months of negotiations, both sides realized the program wasn’t workable this year. Instead, Armstrong is set to announce today that he’ll post test results from cycling’s international federation and his own Astana cycling team on his website, .

McGrady sits again

HOUSTON — Rockets guard Tracy McGrady sat out Houston’s game against the Sacramento Kings and will meet with doctors to discuss his troublesome left knee. McGrady has missed a total of 17 games with soreness in the knee, the lingering effects of arthroscopic surgery in May.

• Phoenix Suns point guard Steve Nash sat out against the Cleveland Cavaliers to rest his aching back, shoulder and hamstring.

• Raptors point guard Jose Calderon missed Toronto’s game against San Antonio because of a sore right hamstring, the same injury that sidelined him for 10 games in January and two in November.
