WASHINGTON — A week after a Stamford, Conn., woman was mauled by a neighbor’s 200-pound chimpanzee, the House of Representatives debated legislation Monday that proponents say is a critical step in helping states ban primates as pets. The Captive Primate Safety Act would add chimpanzees and other animal primates to the list of “prohibited wildlife species” that cannot be sold or purchased across state lines.
