WASHINGTON — Republican Sen. John McCain on Monday attacked President Barack Obama’s decision to sign a spending bill packed with thousands of pet projects sought by lawmakers. McCain accused Obama of going along with business as usual after promising voters he would limit pork-barrel projects and reform the way they are handed out. “So much for the promise of change,” McCain said on the Senate floor.
