A manager with the city of Denver faces felony charges after allegedly posing as a juvenile’s probation officer, providing youths with “marijuana and alcohol” and arranging for a teenager to have sex with a woman, according to court documents.

Richard Dean de Olivas Sena y Cordova Rael, who works for the Denver Office of Economic Development, was charged Friday with two counts of contributing to the delinquency of a minor, criminal impersonation, and unlawful sexual contact.

De Olivas, 46, was arrested March 16.

He has been placed on “investigatory leave” from his position with the city, said Derek Woodbury, an office spokesman.

The office “was shocked and saddened” by De Olivas’ arrest, Woodbury said.

According to an affidavit in the case, De Olivas made contact with the 15-year-old boy on Feb. 26 as the teen left the Denver Juvenile Probation Office, 303 W. Colfax Ave.

De Olivas told the boy that he was his probation officer, they needed to talk, and he’d give the boy a ride home, according to the affidavit.

He told the boy his name was “Ricky” and he showed him a badge, the affidavit said.

Between Feb. 26 and March 10, De Olivas picked the boy up at his home, after calling the teen’s parents and introducing himself as a probation officer, and took him out several times, the court document said.

The boy told investigators De Olivas took him to several different places where he provided him with “marijuana and alcohol.”

On one outing, the boy was taken to the suspect’s home, where he was shown “pornography” and sex was arranged with a woman who was about 25 years old, the affidavit said.

After sex, De Olivas asked the teen to “make a pornographic video” with the woman, the affidavit said.

“The victim asked the suspect to take him home” instead.

The victim went to authorities and was interviewed by investigators on March 11.

Investigators traced a phone number, given to the victim by the suspect, to De Olivas’ home. Investigators then traced a license plate on a green Ford truck parked at the home to motor-vehicle records and obtained a photograph of De Olivas, the affidavit said.

They showed the photograph to the teen, who positively identified the suspect.

He is suspected of providing alcohol to a second juvenile, who also is 15.

The investigation is ongoing, and there may be additional victims, said Lynn Kimbrough, a spokeswoman with the Denver district attorney’s office.

De Olivas is free on $35,000 bond.

He declined comment on the case.

De Olivas is scheduled to appear in Denver County Court on Wednesday to be formally advised of the charges.
