WASHINGTON—Hawaiian Airlines is No. 1 in an airline quality study, followed by low-fare air carriers AirTran and Jet Blue.

United Airlines was No. 11 in the 2009 Airline Quality Rating report, released Monday. Denver-based Frontier was No. 7, and Southwest was No. 6. They are the top three carriers, respectively, at Denver International Airport.

Regional air carrier Atlantic Southeast ranked last overall among 17 airlines.

The airlines were judged on their performance in four categories: consumer complaints, lost bags, on-time arrivals and bumpings due to overbooking.

The study, compiled annually since 1991, is based on Transportation Department statistics for airlines that carry at least 1 percent of the passengers who flew domestically last year.
