FARGO, N.D. — Residents in Fargo, N.D., will resume sandbagging along a swollen river to prepare for a second crest expected in the next 10 days. City officials hope to bump up their inventory to 500,000 sandbags to be used to shore up dikes and fill leaks. The National Weather Service is forecasting that the Red River will crest again at Fargo between 38 and 40 feet next week.
