A bill creating a “Katie’s Law” in Colorado to help nab killers passed a Senate committee Wednesday on a 7-2 vote.
Senate Bill 241 by Sen. John Morse, D-Colorado Springs, will require a DNA sample from every adult arrested on felony charges in Colorado. To pay for the maintenance of a DNA database, the bill imposes a $5 fee on all convictions in Colorado. “Katie’s Law” is named for 22-year-old Katie Sepich, who was raped and murdered in New Mexico in August 2003. Her killer was eventually captured in 2006 using DNA technology, and convicted. Fifteen states have passed a “Katie’s Law.” Lynn Bartels, The Denver Post
