HOUSTON — Police have charged a driver suspected of being intoxicated and on his cellphone when his vehicle plunged into a rain-filled ditch, killing five children inside. Police spokesman Kese Smith said Chanton Jenkins, 32, was charged with four counts of intoxication manslaughter Sunday evening.
