A bill that would water down a key restraint on the state budget is likely to include protected funding for highways and other construction needs, say groups involved in negotiations.

Senate Bill 228, which would remove a provision that limits growth in the state’s general fund but also ratchets it down in lean years, is to be heard in the House Transportation Committee today.

Business interests have criticized the bill because it would remove automatic transfers of money to highway and building construction needs in years when the state’s revenues are good. Supporters have indicated there could be a deal that guarantees funds for roads and building projects.
