WASHINGTON — Members of a congressional energy panel have agreed to go forward with “cash-for-clunkers” legislation giving consumers incentives to trade in old cars for newer, more efficient models, Rep. Henry Waxman said.

The measure is a step forward for President Barack Obama’s energy and environmental goals and will help boost sales for beleaguered automakers, Waxman and other lawmakers said.
