White Energy, an Australian coal-processing company, and Peabody Energy, the largest U.S. coal producer, will develop a processing plant in Wyoming’s Powder River Basin. White Energy says its technology crushes and dries high-moisture coal into bricks that produce fuel with 35 percent more energy per ton.
