PHILADELPHIA — A man severely beaten by angry neighbors who recognized him from a police photo will be charged in connection with the brutal rape of an 11-year- old girl after DNA tests linked him to the assault, Philadelphia police said Tuesday.
Police are also reviewing other unsolved assaults to see if they could be linked to 26-year-old Jose Carrasquillo, said Capt. John Darby, head of the department’s special victims unit.
