FORT COLLINS, Colo.—The Larimer County commissioners are considering a law that would bar pet owners from tethering their animals on short, heavy leashes.

The proposal would require tethers to be at least 10 feet long and allow pets to move freely. Tethers made of chain would have to be of “reasonable weight” for the animal.

Commissioners are expected to vote on the proposal Monday.

Bill Porter, director of animal control for the Larimer Humane Society, says the measure would be the first tether law in the state.
