WASHINGTON — Interior Secretary Ken Salazar has appointed Elizabeth Birnbaum, a veteran congressional aide and former Interior Department attorney, to head the department’s Minerals Management Service.
The agency has been the focus of controversy over its management of offshore leasing programs and ethics violations, including a sex and drug scandal involving a number of agency workers.
