MEXICO CITY — Tropical Storm Blanca was downgraded to a tropical depression off Mexico’s Pacific Coast and continued to weaken further Wednesday. Forecasters at the U.S. National Hurricane Center in Miami say the system is expected to head over cooler waters, losing more steam over the next day or two.
