The independent ethics panel that investigated a conflict-of-interest complaint against Mayor Lionel Rivera found he did nothing wrong in voting to award a contract last year to a firm headed by a former client to build a headquarters for the U.S. Olympic Committee.
The panel recommended in its nine-page report released Monday that the City Council take no further action on the complaint.
