SAN ANTONIO—A water fight between San Antonio and a neighboring river basin has spilled into court.

The San Antonio Water System sued the Lower Colorado River Authority in Austin on Monday, accusing the LCRA of breaching a contract that would have helped secure San Antonio’s long-term water supply.

SAWS and the LCRA agreed in March 2002 to look for ways to capture wasted water. SAWS spent $43.2 million on studies and had expected to be able to buy water from the LCRA after plans were implemented.

The LCRA board, however, passed a resolution that effectively killed the project in December. After mediation failed, SAWS sued for more than $1 billion—the amount it says it will cost to develop an alternative.
