SAN JUAN, Puerto Rico — Lawyers for a Guantanamo prisoner charged in the 2001 terrorist attacks do not need to visit secret CIA prisons where he was held because the sites likely have changed, a military judge ruled.

The defense for Ramzi bin al Shibh wanted to inspect the overseas prisons where the Yemeni citizen was held from 2002 to 2006, before he was moved to Guantanamo, to see if harsh conditions contributed to a mental disorder that has raised questions about whether he is competent to stand trial.
