BOULDER — A software problem led to the delay in counting votes last November, when the county processed 172,531 ballots, Boulder County election officials said.

The county processes paper ballots by scanning them into images that are then counted. Last November, election workers discovered the counting system sometimes counted specks of dust as votes.

County Clerk and Recorder Hillary Hall said the problem has been fixed.
