ALBUQUERQUE — Former Mexican President Vicente Fox says the United States should spend 2 percent of its gross domestic product to narrow the wage gap between Mexico and America. Speaking at the University of New Mexico, Fox says such spending would reduce the need for expensive walls between the nations, though he said he does not support an open border.
