UNITED NATIONS — In words of praise rarely heard at the United Nations, leaders of several poor countries are thanking the U.S. government and American taxpayers for giving them a big boost toward economic development.

The presidents of Tanzania and Burkina Faso and the prime minister of Albania say that a U.S. government aid agency — which lets them decide on programs to reduce poverty — is having a major impact. Thirty-eight nations are receiving grants from the Millennium Challenge Corporation, which conditions U.S. aid on a country’s fulfilling requirements such as commitments to democratic reforms, economic freedoms and human rights.
