ABUJA, Nigeria — The government’s 60-day amnesty program for fighters in its restive oil-rich region ended Sunday night with no clear picture of whether it succeeded.

Although the amnesty was hailed as a success by officials and local media, members of the region’s most prominent militant group, the Movement for the Emancipation of the Niger Delta, did not fully endorse it.
