WASHINGTON — President Barack Obama plans to nominate an openly gay lawyer, David Huebner, as ambassador to New Zealand and Samoa, an administration official said Wednesday. Presidents Bill Clinton and George W. Bush both had openly gay ambassadors during their terms.
