LAKEWOOD, Colo.—A task force is meeting to go over new rules for dog breeders now that Colorado lawmakers have rejected legislation to govern the industry.

Kate Anderson, administrator of the state’s Pet Animal Care Facilities Program, says the group is looking at how to regulate issues like cage sizes without seeking new laws.

The group met Wednesday to review rules that require animals to have sanitary cages without risk of being injured.

The state Commission of Agriculture would have to approve any rules recommended by the task force.

The House Agriculture Committee killed a bill last February that would have cracked down on puppy mills after opponents said the measure would have been tough to enforce and could hurt legitimate breeding facilities.
