COLORADO RURAL ELECTRIC ASSOCIATION: Named Kent L. Singer as executive director to replace Ray Clifton, who will be retiring in January. Singer has been the association’s general counsel since 1996 and has operated a successful law practice representing electric cooperatives and associated companies in Colorado.
