DENVER—Pitkin County is Colorado’s first county to donate water rights to boost river flows.

The county made the agreement to improve water flow by devoting some of its water rights to in-stream flows in the Roaring Fork River. The donation is backed by environmental groups that want to see water flow boosted.

The Colorado Water Conservation Board approved the agreement in Denver on Monday. The agreement means Pitkin still owns its water but is agreeing to keep the water it has rights to—4.2 cubic feet per second—in the river for as long as it wishes.

Pitkin County is the first to donate water rights to augment in-stream flows under new legislation approved by Colorado lawmakers.
