WESTERN UNION CO.: Promoted Hikmet Ersek to chief operating officer effective Jan. 1. Ersek currently serves as executive vice president and managing director for Europe, the Middle East, Africa and the Asia Pacific region.

STATE COLLEGE BOARDS: Gov. Bill Ritter announced appointments to three state college governing boards. Jerome Gonzales and Dan R. Robinson of Grand Junction and Cecil M. Hernandez of Aspen were named to the Mesa State College board of trustees. Richard Monfort of Greeley was reappointed and Denise St. Cyr of Parker was appointed to the University of Northern Colorado board of trustees. Stewart Bliss of Denver and Mohan Misra of Golden joined the board of trustees at the Colorado School of Mines.
