WASHINGTON — The United States will identify a near-term emission reduction target as part of an effort to reach a climate agreement in Copenhagen next month as long as other major greenhouse-gas emitters do the same, senior administration officials said Monday.

Todd Stern, the U.S. special envoy for climate change, has said that any emission target the administration identifies during the international talks starting Dec. 7 would be contingent on the adoption of domestic legislation.

President Barack Obama will make a decision “in the coming days” on whether to attend the talks, said one senior official who asked not to be identified.
