BANGKOK — A shipment of arms from North Korea, seized here on a tip from U.S. intelligence agencies, has set off investigations as officials try to determine whether the cargo was headed to Pakistan or Iran. The Obama administration welcomed the interception by the Thai authorities as evidence of success in its effort to enforce a U.N. Security Council resolution banning weapons exports by the North Korean government.
