SHANGHAI — Authorities shut down a dairy producer and arrested three executives after tests showed milk powder was contaminated with melamine, the industrial chemical blamed in 2008 for one of the country’s worst food-safety scandals.
The arrests suggest regulators are more aggressively monitoring the dairy market after six children died and more than 300,000 others were sickened in 2008.
