WASHINGTON — The would- be Christmas Day bomber had no coat as he boarded a plane in Amsterdam to frigid Detroit. That’s one of many warning signs that members of Congress say went unnoticed leading up to what could have been a catastrophic terrorist attack.

Umar Farouk Abdulmutallab also didn’t have luggage when he boarded the Northwest Airlines flight.
