BOULDER, Colo.—Homeless people in Boulder are planning a protest of the city’s ban on sleeping in parks.

There’s a rally planned outside city offices Tuesday evening. Homeless people say the city should suspend citations for sleeping in public until other solutions are found.

The citations come with $100 fines, and more than 350 of them were given last year. Homeless activists say homeless people typically can’t pay, so they end up in jail.
