DENVER—Colorado’s secretary of state has reached a settlement with groups that alleged that people were illegally removed from the voting rolls before the 2008 presidential election.

Groups including Colorado Common Cause sued former Secretary of State Mike Coffman, accusing him of violating federal law by canceling voting records within 90 days of the election. His successor Bernie Buescher reached the settlement announced Monday.

Buescher says he’s changed procedures to ensure duplicate voter records are double-checked before being deleted. He also won’t delete inactive voters from the rolls.

The deal requires him to reinstate voters who were wrongfully purged. He has three months to weigh in on which voters should be put back on the rolls.
