WASHINGTON — The Department of Agriculture agreed Thursday to pay $1.25 billion to settle more claims by black farmers who said they were discriminated against in federal farm loan programs.

The settlement, which requires an appropriation by Congress, establishes a non- judicial claims process under which individual farmers can seek cash damage awards and debt relief, Agriculture Secretary Tom Vilsack said.
