LEADVILLE, Colo.—Leadville city officials have decided to scrap an idea to let residents decide whether having small amounts of marijuana should be decriminalized.

The City Council said last month that the question should be put to the voters in November. But council members this week decided not to discuss the proposal, effectively killing it.

One city council member says he heard from a lot of residents who were against a ballot question on marijuana.

Denver and Breckenridge have voted to waive criminal penalties for possession of small amounts of marijuana by adults over 21 but the move is largely symbolic because it remains a state crime.
