KIGALI, Rwanda — President Nicolas Sarkozy of France admitted Thursday that his country made “grave errors of judgment” in the 1994 Rwandan genocide, but he stopped short of offering a formal apology for France’s failure to prevent the mass killings. Sarkozy is the first French head of state to visit Rwanda since the genocide, in which more than 800,000 people, mostly minority Tutsi, were killed by Hutus allegedly armed by France.
