WASHINGTON — Sen. Kay Bailey Hutchison had said that win or lose, she would retire from Congress after Tuesday’s gubernatorial primary. After the shellacking the Republican got from Texas voters, however, friends, colleagues and analysts bet that she’ll stay in the Senate to restore her political bona fides.

Hutchison, 66, won only 30 percent of the vote. Incumbent Republican Gov. Rick Perry won 51 percent, enough to avoid a runoff.
