GREELEY, Colo.—Prosecutors in Weld County say they won’t file charges against a Platteville officer who shot and killed a man in January.

Prosecutors said Monday that a county grand jury ended its investigation without indicting officer Jim Torrez.

Torrez was trying to stop a vehicle that was reported as suspicious when its driver, Matthew Herrera, allegedly backed into Torrez’s vehicle Jan. 27. Torrez exited his car and said he feared being hit by Herrera’s vehicle as it tried to drive away.

Prosecutors say Torrez fired 11 rounds and at least one that struck Herrera as Herrera left his car without showing his hands. He died of internal hemorrhaging.

Investigators found no weapons around Herrera’s car.
