DENVER—Colorado state Sen. Dan Gibbs is on his way home from Washington, without having testified about bark beetles.

U.S. Sen. Mark Udall of Colorado says Gibbs got caught in the crossfire over health care.

Udall planned to hold a hearing Tuesday on his bill to protect communities from bark beetles but says it was canceled after Republicans used a Senate rule requiring a unanimous consent to hold hearings scheduled after 2 p.m.

Udall, who is a Democrat, says he was blocked again Wednesday.
