FORT COLLINS, Colo.—The Colorado Water Conservation Board is considering expanding the definition of critical facilities that must protect against a 500-year flood, an event that has a 0.2 percent chance of happening in a given year.

The board is expected to make a final decision in May, with rules going into effect in July.

Police and fire stations, hospitals and power stations are considered critical facilities, but the board has been considering proposals to require mass transit lines, communication facilities, underground utility lines, doctors’ offices and areas where emergency repair materials are stored to move out of the potential 500-year floodplain too.

That has raised concerns from communities about costs.
