The state’s Independent Ethics Commission on Monday gave public employees the green light to band together and donate money to struggling co-workers. The act doesn’t violate the ban limiting gifts worth $50 or more because it is directly tied to the employment of the recipient and doesn’t give the appearance of impropriety, the panel said.
