JERUSALEM — The U.S. Mideast envoy, George Mitchell, returned to the region, and Israel’s prime minister, Benjamin Netanyahu, huddled with Egypt’s President Hosni Mubarek on Monday in anticipation of the first Israeli-Palestinian peace talks in more than a year.
