Doug las County-based EchoStar Corp. is close to an agreement to buy Satelites Mexicanos SA, a money-losing Mexican satellite-television operator, Mexico Communications Minister Juan Molinar Horcasitas said. Satmex’s investors are arranging final details of an agreement to sell to Echo Star, the minister said at a business technology forum in Mexico City on Tuesday.
