BOULDER, Colo.—The U.S. Forest Service is proposing building a shooting range in a popular spot for informal sport shooting in Roosevelt National Forest, following a series of near misses reported by neighbors.

Safety concerns led to an emergency closure in April of about 132 acres in and around the former Allenspark dump. Neighbors have said people shoot at all hours, and stray bullets have traveled onto their properties. The area also is intersected by Colorado 72.

Forest officials say 18 near misses were documented between 2008 and December 2009.

The agency is proposing a 98-acre shooting range with berms to protect private land, with shooting only during daylight hours.

The public has 30 days to submit comments on the proposal.
