CAÑON CITY — A draft environmental impact statement will be released Friday on a plan to drape fabric over sections of the Arkansas River in Colorado. The project, Over the River, was created by the artists Christo and his late wife, Jeanne-Claude.
A system of anchors, frames and cables would be used to suspend 5.9 miles of fabric across eight spots along a 42-mile stretch of the Arkansas between Salida and Cañon City.
The environmental study is required because the federal Bureau of Land Management has jurisdiction over much of the land.
The BLM said it will include seven alternatives, including not allowing the project.
