SANTA FE — New Mexico Gov. Bill Richardson plans to host a meeting of U.S. and Mexican border governors in his state to replace a conference that Arizona Gov. Jan Brewer canceled in Phoenix because the governors of six Mexican states planned to boycott it. Richardson spokesman Gilbert Gallegos said Thursday the meeting will be held in Santa Fe in September.
