MANILA, Philippines — President Benigno S. Aquino III announced Thursday that he would revive talks with Islamic separatists in the southern Philippines, appointing a law professor known for supporting the land rights of Muslims to serve as chief negotiator.
Analysts saw the appointment as a sign that Aquino was strongly moving to recognize the rights of Filipino Muslims, or Moros. Aquino appeared to hint as much in his announcement about the talks with the Moro Islamic Liberation Front, which wants a separate Islamic state.
