Pueblo lawyer Don Banner has proposed a plan to build a 3,000-megawatt nuclear power plant southeast of Pueblo, the Pueblo Chieftain reported Thursday on its website. Banner has formed Puebloans for Energizing Our Community LLC to develop a plan for the plant, which needs government approval, community support and someone to build the $5.5 billion plant.
